Of what consists the temporary stay visa? How to obtain it?

Este tipo de visto destina-se a permitir a entrada em Portugal ao seu titular, tendo este que indicar o objetivo específico do pedido.
  • Medical care at official  or officially recognised health facilities;
  • Transfer of nationals of Member-States of the World Trade Organization, in the context of service provision or delivery of training on Portuguese territory;
  • Exercise of a Professional activity, under employment contract or independent activity, temporarily, the duration of which does not exceed, usually, six months:
  • Exercise of a scientific research activity, in research centres, of teaching profession in a higher education institution or of a high qualified activity for less than one year;
  • Exercise in the country of an amateur sporting activity, certified by the corresponding Federation, provided that the club or sports association should be responsible for the accommodation and health care:
  • To stay in the territory for longer than three months, exceptionally, duly supported, namely for the attendance of a study plan in a educational institution, exchange of students, non-paid training or volunteering, for a year or less, or for the purposes of fulfilling international commitments of the World Trade Organization and of the resulting from conventions and international agreements to which Portugal belongs, in freedom of services;
  • Accompaniment of a family member subject to medical treatment at official or officially recognised health facilities.
  • This visa is valid for 4 months, regardless, in case of a temporary stay visa for the exercise of a temporary professional activity, if the validity of the visa is the same of the duration of employment.
  • Apart from the special conditions applicable to granting of each visa type, temporary stay visas are only granted to third-States nationals who fulfil the following conditions:
  • Who have not been subject to an order to leave the country and for which the period of prohibition of reentry into Portuguese territory has not yet expired;
  • Who are not the subject of an alert issued by any of the Contracting Parties in the Schengen Information System for the purpose of refusing entry;
  • Who are not the subject of an alert issued in SEF's Integrated Information System for the purpose of refusing entry;
  • Who do have sufficient resources; 
  • Who are in possession of a valid travel document;
  • Who are in possession of a travel insurance;
  • Who are in possession of a ticket that insures their return.
  • The granting of a temporary stay visa to nationals of a Member-State of WTO, transferred in the context of service provision or carrying out vocational training in Portuguese territory, depends on the checking of the following conditions:
  • In what concerns the enterprises: The transfer must take place among facilities of the same enterprise or same group of enterprises. The facility must be situated in Portuguese territory and provide services equivalent to those provided by the facility from where the foreign citizen is transferred;
  • In what concerns the workers: The transfer must be applied to partners or employees for at least one year, at the premises situated in another Member-State of the World Trade Organization, who are to be included in the following categories:
  • To possess directive powers, work as senior officials of the company and manage, essentially, a facility or department, receiving general guidelines from the management board;
  • Who have specific technical knowledge essential for the activity, for the research equipment, techniques or management of the same;
  • Who receive professional training at the premises situated in national territory.
Temporary stay visa to exercise a professional activity under employment contract on a temporary basis
A temporary stay visa can be granted to third-States nationals who intend to develop a professional activity under employment contract on a temporary basis in national territory, if they have access to:
  • An actual or promised employment contract;
  • When applicable, a declaration issued by the competent entity to verify the requirements of the professional practice that, in Portugal, is subject to special qualifications;
  • Declaration to be issued by the Instituto de Emprego e Formação Profissional (IEFP) (Institute of Employment and Professional Training) that the actual or promised employment contract refers to an available offer for third countries citizens.
  • The IEFP studies the job offers for the temporary activities presented by the employers;
  • Advertise them at a proper place at its Internet site, 30 days after the presentation of the job offer;
  • The embassies and consular posts access the available information at the IEFP Internet site, advertise the job offers at a proper place and disclose them by diplomatic way near the competent services of the third country;
  • The nationals of third countries who intend to occupy a job offer for a temporary activity submit an application to the address of the  employer;
  • The employers make the selection, inform directly the candidate and send the necessary documents in this regard;
  • The worker may ask for a visa at the consular post.

The temporary stay visa can be granted to third-States citizens who wish to develop an research activity, a teaching activity at a higher education institution or a highly qualified activity for less than a year, if:

  • Research activity: They are accepted to cooperate at a research Centre, recognized by the Ministry of Education and Science, namely through:
    • An actual or promised employment contract; or
    • Service proposal or agreement; or
    • Scientific research scholarship.
  • Teaching activity in a higher education institution or a highly qualified activity:
    • An actual or promised employment contract; or
    • Written offer or a service agreement.
Temporary stay visa for an amateur sporting activity
This visa can be granted to third States citizens who intend to exercise in Portugal an amateur sporting activity, certified by the corresponding Federation, provided that the club or sports association should be responsible for the accommodation and health care:
The following documents must be joint to this visa:
  • Document issued by the federation, confirming the exercise of sports activity;
  • Consent form subscribed by the association or sport club, taking the responsibility for the accommodation and for the payment of eventual health care and repatriation fees
