The permanent residence permit (ARP) is a title of residence that allows foreigner citizens to live in Portugal for an unlimited period.
The permanent residence permit has the following conditions:
- Has no validaty limit;
- The title of residence must, however, be renewed every five year or whenever justified, which means when changes to the personal identification elements occur.
- Which are the conditions to obtain a permanent residence permit?
- To request a permanent residence permit the following requisites are needed:
- Hold a temporary residence permit for at least 5 years;
- During the last 5 years of residence in Portugal were not condemned, in penalty or penalties that, isolated or cumulatively, overpass a year of prison even it the respective execution was suspended;
- Have means of subsistence;
- House;
- Prove to have knoledge of basic portuguese.
The request of a residence permit involves a payment of a fee. de concessão de autorização de residência implica o pagamento de uma taxa. The request of a residence permit must be decided within 60 days.
The request of a residence permit may be submitted by the applicant or his legal representative and can be extended to minors depending from the applicant.
In rule, the request must be submitted to SEF of the area of residence of the applicant.

While is pending the request of residence permit, for a cause that is not imputable to the applicant, the holder of the visa of residence is not forbidden from performing a professional activities, in accordance to the law, regarding the type of residence permit in question.
