What is PEI – Project Promoting the Immigrant Entrepreneurship?

PEI – Project Promoting the Immigrant Entrepreneurship has the purpose to encourage the entrepreneurship by communities of immigrants, especially those who live in the most vulnerable neighbourhoods.
Support immigrants in structuring and implement a business idea is the main purpose of PEI (Project Promoting the Immigrant Entrepreneurship), an initiative established by ACM (High Commission for Migrations). This measure has being developed, throughout the territory, since 2009.
 
Immigrants that want to structure a business idea, in order to implement.
 
  • Develop an enterprising attitude to life, promoting self-esteem  and trust in yourself;
  • Develop personal, social and business management skills, essential to the business creation;
  • Promote the business creation in a sustained way;
  • Facilitate the connection between the potential entrepreneur and the entrepreneurship support programs already existing and carried by several entities;
  • Promote the executionof businesses already existing in the informal economy.
 
  •  Course «Supporting the Creation of Businesses», it lasts for 62 hours, during 10 weeks (10 group and 8 individual sessions). This allows in leading the attendee in structuring a business idea and in the development of the entrepreneurial skills. At the end of each course, two documents can be issued:
  •  Certificate of Attendance (CF) confirms the presence (total) at least in seven group sessions and in two individual sessions.
  •  Letter of Recommendation (CR) that focus on the maturity of the business idea. This documentproves, in the trainer’s perspective, that the business project at issue gathers conditions to become a credible business, being its development recommended,in order to implement.
  •  Consulting – addressed to the participants whose business idea indicates to gather conditions to become a credible business, namelythe attendants who received the Letter of Recommendation. This support has as goals: Restructure little aspects of the business idea (when that justifies); Identifyfinancial supports or others; Support the business execution; Guide in the business management, in the meantime formalised.
  • Consulting meetings are held after the course and are, generally, individual.Consulting meetings are promotedby the trainer rand are held by request of the entrepreneur, having in account specific necessities.
  • Thematic workshops, meetings or other events organised within the support initiatives to the migrant developer pursued by the ACM, I.P.
 
         Stage 1 – The promoting entities of PEI announce the initiative to the target audience, as well as by the key entities in supporting the business creation.
         Stage 2 – The promoting entities of PEI receive the registrations. (For the events developed in the CNAI of Lisboa and Porto, the  interested can express their interest in attending through the filling of a registration form available in http://goo.gl/forms/I28udEjhk0.
         Stage 3 – The technician of the promoting institution contacts the candidate to perform an individual interview, or an extended meeting toshow the project and discussion of the candidates’ expectations.
         Stage 4 – The candidate confirms the interest in attending PEI.
         Stage 5 – Beginning of the course «Supporting the Creation of Businesses», which will be led, during 10 weeks, by a trainer specialized in business development.
         Stage 6 – Consulting, after ending the course, addressed to the attendees that received the Letter of Recommendation.

Support documents for the entrepreneur.
The file of the entrepreneur (DE) is an essential tool in the course «Supporting the Creation of Businesses », that allows the attendee to know the concepts and phases related with the creation of a business and  register the information relevant for the structuring of its business idea.
 
Support documents for the trainer and the local promoters
The manual Enable to entrepreneurship: Guide of support to the project implementation “Promotion of the Immigrant Entrepreneurship” is intended to trainers and technicians/institutions that want to promote PEI in the territory where acts. It is a guide of PEI sharing experience, is in progress since 2009 until today, where exposes used tools and resources, as well as instructions to promote a project of this nature. In 2014, a process of PEI assessment ended, covered a period from 2009-2013. This assessment, made by the Centre of Study and Regional and Urban Development (CEDRU), had as goal to analysis impact and results of the project and determine in which way PEI behaves while support measure to the immigrants integration in the labour market.

ACM was the portuguese partner of the european project ABACO, between October 2009 and July 2011, with community funding.

Yes, through the PEI’s Upgrade – PEI 2.0.
For the experience carried out over the last six years, but also by the conclusions from which came out the Study of Impacts and Results Assessment of the Promoting the Immigrant Entrepreneurship, PEI shows to be capable of responding to other audiences apart from those that seem to be the initial target, advising its extension to other realities. PEI is considered a flexible tool with capacity to adapt to other audiences, since it approaches transversal areas to any business idea or person, reason why GAEM considers carry out actions destined to specific audiences.

GAEM supports institutions and trainers in the PEI implementation. The support is held in several levels: Guidelines in the project execution; Participation in activities; Information about using tools and promoting activities.
 
GAEM will create, this year, from the PEI experience the publishing “Enable to Entrepreneurship”, a Support Guide to the Project Implementation “Promoting the Immigrant Entrepreneurship”. It is a program to train technicians, institutions and trainers, to expose this project, while these institutions can consult GAEM to support in the PEI activities implementation.
