Institutions

The ACT (Authority for Working Conditions) is present in CNAI since its opening. The institution is currently receiving the reports of contracts entered into with foreign workers under the Labor Law.
The branch of the CRC (Central Registry Office), under the Ministry of Justice, is represented in CNAI Lisbon since December 2006.This Office receives requests for nationality which, under Law No. 37/81 of 3 October, as amended and republished by the Organic Law 2/2006, of April 17, can be formulated.
This Office operates under the Directorate for Schools, designed to provide information of various kinds, such as the placement of students in primary schools and secondary scholarships, among other matters.
Inside the CNAI, it is the responsibility of the secretariat to perform the "screening" of the Juvenile Register, made under Decree-Law No. 67/2004, of March 25, which provides access for undocumented children to pre-school and school education, as well as access to health care, in the same conditions of children in good standing.
Finally, this Office plays an important role release of some pending cases through mediation and establishing contacts with various schools.
The presence of the Ministry of Health has proved always been of great importance for the situation that has helped unlock and hence contribute actively to facilitate the access of immigrant citizens to health care.
The main activity of the Health Office is to provide information on access to health, both for immigrants and for their family, for both those who are in good standing or in an irregular situation.
The SEF department (Foreigners and Borders Service) present in CNAI Lisbon currently deals with renewals of temporary and permanent residence permits, granting of residence permits, family reunification in the country, receives requests, with residence visa waiver, granted under art. 122, except paragraph g).

The Lisbon District Central Office of ISS (Social Security Institute, PI) is present in CNAI in order to provide a personalized and efficient service to the immigrant.
In this service, the immigrant can deal with various issues:
  • Certificate of regularized contributory situation for the purpose of granting / renewal of residence permits, nationality or family reunification.
  • Statement of Exemption of Contributions – for Independent workers.
  • Issuance of monthly and annual compensation statement.
  • Subscriptions domestic workers, independent and general system service.
  • Beneficiary claim for contribution periods missing.
  • Family benefits, including Child and Pre-Natal Allowance, among others.
  • Sickness and maternity.
  • Unemployment.
  • Social Integration Income
  • Legal protection.
  • Payment of social security contributions by bank transfer upon submission of statement by the Bank with the name and account number of the applicant.
  • Change of address evidenced by a Certificate by the Parish Board or by receipts of rental / electricity / water payments with the name of the applicant.

Support Offices

GAT is a general support office for CNAI where a diagnosis is presented and the immigrant citizen is directed to the suitable institution and/or office.  
The GAR (Census Support Office), operating in CNAI (National Immigrant Support Centre of Lisbon) under a partnership between the High Commission for Migration (ACM, PI) and DGAI (General Directorate of Internal Affairs), serves to provide useful information to immigrant citizens wishing clarification on the right to vote and to be elected in Portugal.
The purpose of the GAR is to provide information to immigrant citizens on:
  • The conditions, requirements and deadlines to be able to gather and exercise their right to vote
  • The census enrolment site
  • The conditions and requirements in which they can be a candidate
Voter registration of foreign citizens residing in Portugal is voluntary.
To vote, or be a candidate, you must be an enrolled voter.

The Office of Housing Support (GAH), created in December 2006, was created due to the importance of housing as a factor of social inclusion and integration.
The dynamics of this office has allowed to provide useful and pragmatic information on issues related to housing in two distinct areas: one of social context and another one of market. At the first level, the work is articulated with several entities, such as municipalities and the IHRU (Institute for Housing and Urban Rehabilitation, PI). In the second area of ??intervention, information is provided on relevant topics such as buying and selling, renting and horizontal property (condominium).
Information on vocational training and recognition of professional qualifications.
The GAE (Office of Employment Support), framed in the duties of hosting and integrating immigrant citizens, seeks to contribute to the reduction of barriers and facilitate equal opportunities in access to the labor market by GENAE (Office of Employment and Center for Entrepreneurship Support).
This CNAI service, present in Lisbon and Porto, is directed to immigrant citizens who are seeking employment or internships, and for that purpose it has a database of job vacancies, which result from direct contact of employers / recruiters with GAE and of the research in various organs of communication and dissemination.
The NAE (Center for Support to Entrepreneurship) is a service which tracks business initiatives, through information relating to a number of key points in the constitution of companies, claiming to also be an incentive for the creation of self-employment on the part of immigrant citizens, aiming at their professional achievement.
The High Commission for Migration (ACM, PI) develops initiatives to support entrepreneurship since 2006, either through the National Support Centers for Immigrants (CNAI), or through projects in partnership with other institutions (immigrant associations, NGOs, municipalities, among others).
In 2015, ACM, PI reinforced these valences by creating a new cabinet – Support Office for the Migrant Entrepreneur (GAEM), which manages the various initiatives to support migrant entrepreneur (immigrants and emigrants).
The GAEM coordinates the following activities:
Specialized Support to Entrepreneurs;
PEI - Immigrant Entrepreneurship Promotion Project and PEPEI - Project for International Students’ Entrepreneurship;
VEM Competition - Immigrant Entrepreneurship Valuation.
Other initiatives complementary to the developed activities (workshops, entrepreneurs’ meetings, initiatives to promote entrepreneurial activity, etc.).
The GAEM initiatives are aimed at any migrant who has a business idea and requests support for its structuring, implementation and management, regardless of their complexity or investment amount.

The GAIS (Support Office for the Over-indebted Immigrant) has the function to inform, advise and assist the bank customer who is at risk of non-compliance with credit agreements entered into with credit institutions, or that by virtue of living in compliance with these obligations, is in negotiations with the credit institution.
Specifically, the office’s duties fall within the following scope of activities:
  • Informing the Bank Client about their rights and duties in the event of the credit risk of breach of contract under the PERSI (Portal of bank client) and the extraordinary regime;
  • Supporting the bank client in analyzing the proposals submitted by credit institutions;
  • Closely following the bank client during negotiations between them and the credit institutions under the PARI (Action Plan for Default Risk) and PERSI (Extrajudicial Procedure Default Situations Regularization)
  • Providing information on indebtedness and over-indebtedness;
  • Supporting the banking customer to assess their borrowing capacity;
  • Renegotiating housing credit agreements;
All the support provided by GAIS to consumers under the access to the support network for indebted consumers, is free of charge and is covered by professional secrecy, as well as the limitation of actions relating to the use of conciliation, mediation or arbitration in conflict situations. This office also ensures that the principles of independence, impartiality, legality and transparency are respected.

The GAS (Office of Social Support) began its work with the opening of CNAI (National Immigrant Support Centre), aiming to provide support to immigrant citizens who, for reasons of various kinds, are in a more vulnerable socio-economic situation, seeking to respond appropriately, according to the situation.
The GAS also collaborates with IOM (International Organization for Migration), under the voluntary return and reintegration through the ARVoRe VI programme. This programme aims to support – in a humane, dignified, and sustainable way – migrants in a vulnerable situation living in Portugal, who wish to return to their country of origin, but do not have the necessary means to afford the journey. The Programme is co-funded by the Asylum, Migration and Integration Fund (AMIF) and the Portuguese Immigration and Borders Service (SEF).
 

 

Support Services

The Support Desk is a service where customers can get a diverse support, leave feedback, complain, request explanations and statements, as well as information on the general operation of the Centre.
Created in 2006, this place intends to be a safe playground for children while parents take care of their businesses in CNAI.
Here, children can play games, watch a movie or simply play with toys, always under the supervision of a specialized sociocultural mediator.
