Intersecting Inequalities

 

The High Commission for Migration (ACM) created the Project Team on Intersecting Inequalities (EPDI) in 2019, with the core mission of mainstreaming gender equality through the implementation of policies for the integration of migrant people, including refugee and asylum seeking women and the integration of Roma communities.

This intersectional approach is aligned with European and International recommendations – such as the Recommendation - Protecting the rights of migrant, refugee and asylum-seeking women and girls, the Council of Europe Istanbul Convention, the United Nations International Decade for People of African Descent (2015-2024),the Global Compact for Safe, Orderly and Regular Migration and the United Nations 2030 Agenda – in order to leave no one behind.

The International Decade for People of African Descent (2015-2014) was proclaimed by the General Assembly of the United Nations Resolution 68/237, emerging from Durban Declaration and Programme of Action, from the 3rd World Conference Against Racism, Racial Discrimination, Xenophobia and Intolerance.

The main goals of the Decade are focused on:

  • Promoting respect, protection and fulfilment of all human and fundamental rights of African descendants, as recognized in the Universal Declaration of Human Rights;
  • Promoting greater knowledge and respect for the diverse heritage, culture and the contribution of people of African descent to the development of societies.

ACM has designed a plan of activities to raise awareness about this theme, including collaboration in the production and dissemination of various publications, as well as moments of recognition of the African presence in Portugal.

EPDI also seeks to promote dialogue and encourage the eventual concession of more measures and activities that promote the Decade's ideals.

The project “Práticas Saudáveis – Pelo Fim da Mutilação Genital Feminina” was launched in November 2018 and aims to prevent and combat the practice of Female Genital Mutilation (FGM) through Public Health Units, in territories of Greater Lisbon considered with higher prevalence of cases.

The project is jointly coordinated by ACM, the Commission for Citizenship and Gender Equality (CIG) and the Regional Health Administration of Lisbon and Tagus Valley (ARSLVT).

Práticas Saudáveis” main goals are to potentiate and articulate the experience and knowledge acquired at national and local level in the prevention of FGM and to support women subjected to this practice. Additionally, this project aims to apply and consolidate resources, networks and methods that ensure an adequate incorporation of this work in national and local policy, in the operation of public services and in the actions of all the entities involved.

Combating Harmful Traditional Practices, such as FGM, child marriage and forced marriage, is one of the guidelines assumed by the National Strategy for Equality and Non-Discrimination 2018-2030 - Portugal + Equal.

The Equalcity Project supports local authorities in fostering inclusion and protection of migrants who are at risk, or who have survived sexual and gender-based violence (SGBV).

Coordinated by the International Organization for Migration (IOM) Belgium and Luxembourg and funded by the European Commission, this project formally integrated four partner cities, namely Brussels, Luxembourg, Rome and Gothenburg, and ended in November 2021. The ACM joined this project in April 2021 as a "trainee organization", invited by IOM Belgium and Luxembourg and in partnership with IOM Portugal.
