Intercultural Kit

The Intercultural Kit aims to make available to schools, and other professionals of the education sector, a set of materials around the subject interculturality, that were conceived and released by the Office Inter Cultures and by the High Commission for the Migrations P.I. (ACM), in strict cooperation with other partners.
This compilation represents a contribute for the reflection around inherent challenges to a world unequivocally more global, as a result of migrations and increasing mobility, but also to a global communication, challenging our believes and perception of diversity as well as our competences to interact with others,
All these challenges are placed, currently, to the society in general, and to the school in particular, considering its important role as a space of social interactions and personal training and social education of children, youths and adults.
 
The materials here exposed aim to meditate about the way that professionals and their perception and values, the curricula and taught contents, as well as pedagogic methods, the public policies and the culture of “educative spaces” give response, positively, to the current challenges presented. To promote the permanent questioning, the decentralization and critical balance of the practice are other key goals of these materials.
 
Also considering the role of ACM, P.I. In February, the DGAI through SIGRE, shall issue the registration books in electronic form to allow your print by recenseadoras committees for consultation and complaints from stakeholders during the month of March (Public Institute in which the Office Inter Cultures was integrated – created in 1991 by the Ministry of (Law-Decree nr. 167/2007, of 3rd May), the present KIT also aims to promote the further development of the prerequisites and approaches around the subject.  
 
 

 


Learning Portuguese

Being fluent in Portuguese language not only allows a better communication with others and a better interaction with the host society, but it is also fundamental for a full integration in Portuguese society, including in the labour market. It is also necessary in order to apply for Portuguese nationality and to be granted a permanent residence permit or a long-term resident status. PORTUGUESE HOST LANGUAGE (PLA) COURSES

What are the Portuguese Host Language (PLA) courses?

The Portuguese Host Language (PLA) courses (formerly known as Portuguese for Speakers of Other Languages (PFOL) or Portuguese for All (PPT)), created within the scope of Ordinance No. 183/2020, of 5 August (amended by Ordinance No. 184/2022, published on 21st July), aim to respond to migrant’s needs concerning Portuguese language learning.

These courses certify levels A1 + A2 (Elementary User) and B1 + B2 (Independent User), according to the Common European Framework of Reference for Languages (CEFR).

PLA courses can be co-funded by EU funds, namely by the Operational Programme Social Inclusion and Employment (PO ISE), under which the High Commission for Migration (ACM, I.P.) assumes the quality of Intermediate Body for the Operation Typology 3.06 - Portuguese Host Language.

Where can I find PLA courses?

PLA courses are promoted by the public schools, through the Directorate-General of Schools (DGEstE), by the directly and participated management centres network of the Employment and Vocational Training Institute (IEFP, I.P.) and also by the Qualifica Centres network.

If you are interested in attending a course, you should contact the school, vocational training centre or Qualifica Centre in order to obtain information about the registration process, starting dates, timetables, as well as other requirements.

Who can attend PLA courses?

PLA courses are aimed at citizens, aged 16 or over, whose native language is not Portuguese and/or who do not have basic, intermediate or advanced skills in Portuguese language according to the Common European Framework of Reference for Languages (CEFR), regardless of their legal situation in the country.

The beneficiaries must have a residence permit, in accordance with the national legislation applicable to foreign citizens, or must present one of the following documents:

a) Proof of initiation of the procedure for the extension of stay in the national territory or for granting or renewing the residence permit;

b) Proof of submission of the application for international protection or temporary protection;

c) Proof of Social Security Identification Number (NISS) attribution.

PLA courses are also addressed to citizens holding a short term visa for seasonal work, temporary stay visa or residence visa.

 

How long are the courses certifying level A (A1 + A2) - Elementary User?

The courses that certify level A (A1 + A2) have a maximum of 150 hours. The lenght of each course depends on each promoting entity’s organisation, according to the number of training hours taught per week. 

 

How long are the courses certifying level B (B1 + B2) - Independent User?

The courses that certify level A (A1 + A2) have a maximum of 150 hours. The lenght of each course depends depends on each promoting entity’s organisation, according to the number of training hours taught per week. 

 

How are the PLA courses organised?

PLA courses are organised according to the competences and training referential included in the National Qualifications Catalogue (CNQ), to which correspond the levels of language proficiency according to the QECRL and the respective number of hours.

The National Qualifications Catalogue (CNQ) also includes a specific Short Training Unit (UFCD 10647 - Graphical dimension and alphabet in Portuguese for users of other writing systems), with a workload of 25h, which should be used when trainees use an alphabet other than Latin or another writing system.

Note: UFCD 6399UI constitutes an in-depth study of cultural knowledge about the host country and is not mandatory to obtain level B1 certification if the learner has already completed UFCD 6397UI and UFCD 6398UI. Although the organisation of the UFCD indicates a number of hours superior to 150 hours, it is foreseen to be more flexible in the teaching of the language and its adjustment to the trainees in the classroom, always considering a maximum of 150 hours, for the conclusion of level B1 and B2 - Independent User.

 

If I complete the PLA course successfully, do I have to take the Portuguese Language Exam, commonly known as the "Nationality Exam"?

No, if you obtain a certificate at level A2 – Elementary User or higher, you are exempted from taking the Portuguese Language Exam.

Yes.

 

Is the B2 level (Independent User) certificate accepted when applying for Portuguese Nationality?

What is the National Monitoring Commission for PLA courses?

The National Monitoring Commission for PLA courses is a working group formed by representatives of the High Commission for Migration (ACM, I.P.), the National Agency for Qualification and Vocational Education (ANQEP, I.P.), the Directorate-General of Schools (DGEstE) and the Employment and Vocational Training Institute (IEFP, I.P.).

Created in 2021, this Commission has as objectives the monitoring and evaluation of PLA courses, the exchange of information and the definition of concerted strategies regarding the implementation of these courses.

NON-FORMAL EDUCATION PROJECTS

Recognizing the importance of non-formal education in a national and local context as an essential part of the lifelong learning process and considering that it is seen as complementary to formal education, the High Commission for Migration (ACM, I.P.) supports, within the scope of the Asylum, Migration and Integration Fund (AMIF), Portuguese language learning projects, through non-formal education.

The activities of these projects are categorised in the following typologies:

a) Portuguese Language Activities for final certification by the competent body: initiatives aimed at providing participants with the knowledge they need for certification (level A2 - Elementary User of the Common European Framework of Reference for Languages (CEFR));

b) Initiation to Portuguese: initiatives aimed at providing participants with basic knowledge that will enable their social and professional integration;

c) Literacy: initiatives aimed at providing participants with reading and writing competences that contribute to their autonomy as immigrant citizens, allowing their integration in other training offers;

d) Integrated activities of cultural orientation combined with the teaching of Portuguese language, which promote practical knowledge of local contexts, institutions and practices of access to the labour market.

RESOURCES

Online Platform for Portuguese

The Online Platform for Portuguese, available at https://pptonline.acm.gov.pt, provides content for the acquisition of European Portuguese by adult speakers of other languages. This platform is not a textbook for teaching and the acquisition of Portuguese. This is a tool that allows the user to develop listening, reading and writing skills. In addition, it also allows the user to learn and expand vocabulary and grammar knowledge necessary to use the language.

The content is organized in two levels - level A and level B – and is presented in two reference frameworks: "Portuguese for Speakers of Other Languages - The elementary user in the host country" and "Portuguese for Speakers of Other Languages - The independent user in the host country". These two documents interpret the descriptions of the levels presented in the Common European Framework of Reference for Languages (CEFR) produced by the Council of Europe Language Policy Unit and that guide the teaching and assessment of languages in the European context and also in many other countries.

The platform, available in Portuguese, English, Arabic and Spanish, is organised into 24 functional thematic modules, presented in text, audio, video and image formats.

Pedagogical Resources Platform

The Pedagogical Resources Platform, available at http://ppt.acm.gov.pt, is an e-learning platform developed in moodle software to support the teaching of Portuguese language to foreign people in training contexts, aimed at teachers and trainers who teach Portuguese language courses that certify level A2 – Elementary User.

The idea is to provide digital pedagogical resources to complement the materials/tools already existing in the teaching of Portuguese for speakers of other languages.

This platform is based on the contents of the reference framework "Portuguese for Speakers of Other Languages The Elementary User in the Host Country" and brings together a set of pedagogical resources that enhance interactivity between learners and trainers, namely texts, exercises, audios, videos and animations.

As in the reference framework, it is organised according to the following modules:

2 – Daily Life;

3 – Food;

4 – Festivities and Free Time;

5 – Shopping, Services and Directions;

6 – The Human Body and Health;

Training Book - Activities and Exercises Proposals

The Training Book – Activities and Exercises Proposals of is aimed at a heterogeneous public of young and adult immigrants, elementary users of the Portuguese language, whose proficiency language level corresponds to A1 and A2, according to the Common European Framework of Reference for Languages (CEFR).

This Training Book is based on the guidelines of the reference framework "Portuguese for Speakers of Other Languages The Elementary User in the Host Country", produced in October 2008, as a result of a partnership between the Directorate-General for Education (DGE), the National Agency for Qualification and Vocational Education (ANQEP, I.P.) and the Employment and Vocational Training Institute (IEFP, I.P.).

This working tool aims to explore and develop reception and production skills, leading the learner to communicate in Portuguese, allowing him/her to know the most relevant aspects of Portuguese culture. Designed to be used in the classroom and with the support of a trainer, its methodology is based on the principle that the use of language is communication-oriented.

This Training Book is made up of 12 Modular Worksheets each containing texts and contextualised activities. The activities include audio exercises in order to promote oral interactivity. All exercises have solutions, allowing the trainer to quickly correct or draw the attention of trainees to a more complex aspect. At the end of each Modular Worksheet there will be a short formative test to consolidate what has been previously achieved.

OTHER INFORMATION

What are the means available to obtain a qualification certificate that proves the Portuguese language knowledge?

According to number 2 of Article 25 of Decree-Law No. 237-A/2006, of 14 December (diploma that approves the Regulation on Portuguese Nationality), as changed by Decree-Law No. 26/2022, of 18 March, Portuguese language knowledge can be proven by one of the following ways:

a) Qualification certificate or certificate from a public, private or cooperative teaching establishments recognized under the legal terms, as long as its holder has successfully attended the curricular unit/discipline of Portuguese or of Portuguese as a non-native language, for at least two school years;

b) Approval certificate in a Portuguese language exam carried out in public teaching establishments, when performed in national territory, or in places approved by the Institute for Cooperation and Language (Camões, I.P.), when performed abroad. The regulation of this exam, as well as the respective control, shall be set out in an ordinance from the members of the Government responsible for the areas of foreign affairs, internal administration, justice and education. c) Certificate in Portuguese as a foreign language, through an exam carried out in an evaluation centre for Portuguese as a foreign language, recognized by the Ministry of Science, Technology and Higher Education. d) Certificate attesting the A2 level or higher of the Common European Framework of Reference for Languages, issued by public schools, employment and training centres and protocol centres of the Employment and Vocational Training Institute (IEFP, I.P.), under the Ordinance no. 1262/2009, of 15 October, amended by the Ordinance no. 216-B/2012, of 18 July;

e) Certificate of the Portuguese Host Language course attesting the A2 level or higher, issued by public schools, directly and participated management centres network of the Employment and Vocational Training Institute (IEFP, I.P.), and by Qualifica Centres, under the Ordinance No. 183/2020, of 5 August (amended by Ordinance No. 184/2022, published on 21st July);

f) Qualification certificate attesting the conclusion of competence units/training units in Portuguese language that integrate the schooling training component of a qualification of the National Qualifications Catalogue, obtained through double certification training modalities of the National Qualifications System, according to article 9 of Decree-Law no. 396/2007, of 31st December, in its current wording, and that complete a minimum of 100 hours.


Rede de Escolas para a Educação Intercultural (REEI)

A REEI é um programa nacional de estabelecimentos de educação e ensino, público e particular, comprometidos com os princípios e valores da educação intercultural, com a valorização da diversidade e com o sucesso escolar de todas as crianças e jovens do pré-escolar ao ensino secundário. 

A REEI é uma iniciativa do ACM, I.P., promovida conjuntamente com a Direção-Geral da Educação (DGE) do Ministério da Educação e Ciência (MEC) e a Fundação Aga Khan Portugal. 

A REEI foi lançada como programa-piloto em outubro de 2016 por um período de três anos escolares, de 2016 a 2019, e contou com 23 membros (agrupamentos de escolas públicas e escolas não agrupadas, escolas profissionais, escolas de música e escolas do ensino particular e cooperativo), abrangendo um total de 126 escolas em oito distritos.

Em 2020, foi inaugurado um novo ciclo do Programa REEI para o triénio 2020-2023, que dá continuidade ao programa-piloto. A REEI passa a integrar 47 membros, entre agrupamentos de escola e escolas não agrupadas, públicas e privadas, em 14 distritos, ampliando substancialmente o número de membros e a abrangência territorial.

What is racial discrimination?

Any distinction, exclusion, restriction or preference based on color, race, ancestry, national or ethnic origin is considered racial discrimination. Any person or institution who has knowledge, that is a victim of any situation which might be considered administrative offense, must report it to the authorities

It is considered discriminatory practices, actions or omissions that, because of the association of any person to a particular color, national or ethnic origin, violates the principle of equality.

The law lists the following:

  • The refusal to supply or enjoyment of impediment of goods or services;
  • The hindrance or limitation to the access and normal economic activity exercise;
  • The denial of access to public or open to the public places;
  • The refusal or limitation of access to educational establishments or public or private school;
  • The creation of classes or the adoption of other internal organizational measures in education or teaching, public or private establishments, according to racial criteria;
  • The adoption of practice or measure by any agency, employee or agent of direct or indirect administration of the State, Autonomous Regions or local authorities that conditions or limit the exercise of any right;
  • The adoption of act in which, publicly or with the intention of wide dissemination, natural or legal person issues a statement or transmits an information whereby a group of people is threatened, insulted or degraded on the grounds of racial discrimination.

 

On the principle of equality means the absence of any discrimination, direct or indirect, or harassment.
 
Direct discrimination where it is considered that, on grounds of racial or ethnic origin, a person is treated less favorably object than that which is, has been or may be given in a comparable situation.
By indirect discrimination means when, provision, criterion or practice, apparently neutral, put persons of a particular racial or ethnic origin at a particular disadvantage compared to others.
 
Harassment is a form of direct discrimination and is considered discrimination when an unwanted conduct related to racial or ethnic origin with the purpose or effect of affecting a person's dignity or creating an intimidating, hostile, degrading, humiliating or destabilizing  environment.

Training offer

The High Commission for Migrations (ACM.P.I.) makes available several resources and training offer to citizens, professionals and entities that, directly or indirectly, are linked to the questions of Intercultural and Migrations. These training materials were created in the scope of the ACM, P.I. mission, which is based upon the promotion of a positive and enriching management of the cultural diversity, through intercultural and inter religious dialogue, based on the respect of the Constitution and legislation in place, giving value to the cultural diversity in a frame of mutual development and respect.
The Training of ACM, P.I., does, all over the country, actions of information/ awareness and seminars with the following goals:
Sensitization to the hosting and integration of immigrants in Portugal;  
Training for interculturality.
 
The interested entities that work, directly or indirectly, in the hostage and integration of immigrants and their descendants may do their request by filling the application form available here

Performing Conditions
The performance of actions does not imply any costs to the applicant entities.  
The applicant entity must:
  • Gather at least 20 and a maximum of 35 participants in each action
  • Ensure a place to perform the action – room with table and chairs displayed in a U
  • Have support equipments – flipchart and markers, computer with access to the internet and a data show.

O ACM, I.P., é membro da SIRIUS – Policy Network on Migrant Education, uma rede europeia que tem como objetivo promover a inclusão social de crianças e jovens com percursos migratórios através do acesso efetivo à Educação. A SIRIUS encoraja a implementação de medidas políticas que reforçam a equidade e a justiça social na educação e combatem a discriminação. Intercultural School Seal

The Intercultural School Seal, created in 2012, aims to distinguish the Schools that stand out in the promotion of projects aiming at the acknowledgement and the valuing of diversity as an opportunity and learning source for everyone.
This is a joint initiative of the General Directorate of the Ministry of Education and Science Education (DGE) and the High Commission for Migration (ACM, P.I.), which is proving an important contribution to the school's work, specifically in personal and social education of children, youth and adults as well as active citizenship, indispensable to the construction of "democratic societies respecting cultural and linguistic diversity" (European Commission, 2002).
 
The Intercultural School Seal brings some challenges and tips to schools, allowing them to open horizons, adopt new perspectives, question practices, facilitating a critical assessment of the intervention in a multicultural context.
 
The applicant schools for the distinction with the Seal Intercultural School are invited to fill out an Assessment Guide of Intercultural Education Practices, which aims to be both a checklist and an educational tool for promoting intercultural education at school.
 
The application period, which usually occurs in September, is always previously announced.

Serviço de Tradução Telefónica – A tradução pode ser imediata ou mediante uma marcação, por exemplo, para uma reunião com um/a encarregado/a de educação que não domine a língua portuguesa, ou para uma conversa com uma criança ou jovem que não entenda português;
Cursos de aprendizagem da Língua Portuguesa para Adultos (PPT) – Cursos gratuitos presenciais dirigidos a jovens, a partir dos 15 anos, e adultos (por exemplo, encarregados de educação);
Curso Português Online – Cursos gratuitos online, disponíveis em Português, Inglês e Árabe, e sem limite de idade;
Informação geral sobre o ensino em Portugal – Útil para informar encarregados de educação estrangeiros, recém chegados, que entendam português ou inglês;

Programa Escolhas – Projetos locais de inclusão social de crianças e jovens de contextos socioeconómicos vulneráveis, que atuam muitas vezes em parceria com as escolas;
Programa Mentores para Migrantes – Programa em que os/as migrantes poderão ter o apoio individualizado de um/a voluntário/a da sociedade de acolhimento para necessidades específicas.
Observatório das Migrações (OM) – Sistematização de estatística e disponibilização de estudos e publicações sobre os fenómenos migratórios. Importantes ferramentas para desmontar preconceitos e estereótipos sobre estas comunidades;
Observatório das Comunidades Ciganas (OBCIG) – Disponibilização de estudos, teses e publicações sobre as comunidades ciganas que podem ser úteis para aumentar o conhecimento dos atores das comunidades educativas sobre este grupo minoritário.

Project of Intercultural Mediation in Public Services – MISP

The Project of Intercultural Mediation in Public Services (MISP) consists in an intercultural mediation of a communitarian focus, based on three principles that are crosses among them and fed continuously: the principle of mediation, the principle of interculturality and the principle of communitarian intervention. It is a project developed by City Councils in partnership with entities of the Civil Society, namely, immigrant associations.
In this model of intervention to highlight the role of the autarchies as privileged structures to promote, locally, the social cohesion and the intercultural conviviality, taking on also the role of a close management of social cultural diversity, namely, with the mobilization and participation of all local protagonists, public and private, organizations and individuals.
The implementation of MISP has been ensured by the co-financing of the European Fun to the Integration of Nationals in Third Countries (FEINPT), takin on the ACM, I.P. the status of a delegate structure. 
 

Project Goals

The main goal of the Project of Intercultural Mediation in Public Services (MISP) is that of contribute to the social cohesion, improving the life quality and intercultural citizen conviviality in municipals with a significant cultural diversity, by doing a positive and preventive management of that same diversity, throughout the mediating intervention and the participations of local protagonists.

And more specifically:

1. Ease up the relation and communication between the different protagonists of the community (institutions, professionals and citizens).

2. Increase the participation of the protagonists to strengthen and develop the community.  

3. Adequacy of the institutions and services to the characteristics of the community and its needs.  

4. Promote the prevention and regulation of obvious and latent conflicts of the local community.  

 
The MISP is structured in lines of global actions, specific and transversal.
 
Support to professionals and Institutions – Clarification about several matters: relevant cultural codes; linguistic translation; immigration legislation; nationality and access of the nationals to third countries to several services and institutions; awareness and capability of the public services; institutional adequacy between the different actors.  

Note: This support to professionals is not only focused in their individual support, also aims to implement significant changes in the institutions and services both in their efficiency and effectiveness;
Citizen Social Participation – Help to promote the citizen and social participation of all citizens with special relevant to nationals for the third countries.  
Intercultural Conviviality – Help to promote the constructive interaction between different groups of citizens, especially in groups of different cultural matrices.  
 
Intervention in different areas taking into account the needs detected in the diagnosis (example: education area, housing, etc.);
Communitarian Strengthen– Help to promote actions, in the territories of intervention, that contribute to their sense of belonging, to the social cohesion and grouping and that enhance also the common aspects, taking into account that the communities are increasingly diverse.  
Line of Transversal Action:  
Conflicts Mediation – Promote the prevention and regulation/solution of obvious and latent conflicts in the Council/ territory of Intervention, namely, giving response to occasional signed situations.
Municipals teams of intercultural mediation (EMMI)
 
The project envisage the constitution of municipals teams of intercultural mediation (EMMI), based in the municipals that promote the intervention.
Aiming the previous points mentioned and seeking a more efficient intervention in different contexts, each EMMI must be heterogeneous regarding the ethnical origin, nationality, sex, age, migratory experience or professional training and/ or academic education.
 
Each team has 3 to 6 Agents of Intercultural Mediation (AMI) nominated by the partner entities, municipal and associations. The municipal indicates only one AMI that takes over the tasks of Coordinator of EMMI.
The AMI are indicated and recruited by partner entities of the civil society, preferably association of immigrants represented in the council.
By the nature of this model of intervention, the mediation agents accompany the citizen in situation of a more social disadvantage to the services and established links to other institutions, always working with these services and never replacing the their professionals.
Each EMMI has a coordinator, a professional of the City Council 100% linked to the project and a team of Intercultural Mediation Agents, placed by the partner ONG.
Competences of the intercultural mediation agents

The agents of intercultural mediation have the following competences:
 
  • Render support to professionals and institutions, enhancing the communication channels as well as the institutional adequacy;
  • Advice the social agents in their relation with belonging groups, minority group in themes of interculturality, cultural/ethnical diversity and inter communitarian relations;
  • Support the citizens in order to increase the individual capacity;
  • Ease up the access to public services as well as public and private resources;
  • Prevention, mediation and resolution of conflicts:
  • Support all protagonists to able them to organize themselves, to use the existent resources, give value to new ones, seeking other programs and projects that give response to the identified needs;
  • Encourage the closeness, the communication, the articulation and relation between several resources that the community has, seeking answers in order to integrate the citizen’s needs;
  • Promote interculturality by participating, freely, by learning the conviviality, new ways of relating, where other people recognize themselves as interlocutor, dialogue and mutual enrichment.

Next Door Family 2019

Do you know that in Portugal there are more than 180 nationalities and over 100 languages are spoken? Certainly in the streets of your city or region there are many people from different backgrounds. Have you ever wondered what brought them to your country, what are their impressions and experiences from living here? Or perhaps you are an immigrant yourself and you would like to have the opportunity to learn more about the Portuguese culture and make new friends, strengthening your integration process in Portugal!
What is the project “Next Door Family” about?
The project "Next Door Family" was created in 2004 in the Czech Republic, and is currently used here since then, with significantly positive outcomes. It results from the "inclusive neighborhoods concept" and relies on the interaction between immigrants and the host society and the importance of strengthening social relationships as a way to contribute to a more effective integration, removing barriers and promoting cultural diversity.
To do so, a family agrees to welcome and host a family they do not know in their home, becoming pairs of families (one migrant family and one autochthonous family) for holding a typical Sunday lunch of their culture as a way of welcoming the "Other".
All meetings will take place on Sunday, November 24th 2019, at the same time across the country and in countries that are associated with the implementation of this initiative, such as the Czech Republic and Spain.
Who organizes it?
In Portugal, this initiative is promoted by the High Commission for Migration, in partnership with public and private entities throughout the country. If you are a local entity and wish to boost this initiative in you county, send us the application form to gaplim@acm.gov.pt
The “Next Door Family” takes place in Portugal every year since 2012. There have been many public entities (municipalities and Juntas de Freguesia) and private entities (Immigrant Associations, Youth Associations and others, Cooperatives, NGOs, IPSS and Companies) that all the years are set for implementation at the local level. To that end, a support methodology was defined that integrates 10 steps for its successful implementation. The methodology is part of a brochure that includes all the tools:
How to participate?
Migrant families and autochthonous families who wish to contribute to the integration process of migrants resident in Portugal may participate in this activity.
Families
To participate, families should contact the organizer closest to their area of residence (local authorities, civil society organizations or other), where they can obtain more information and register as a Host Family or Visiting Family.
In order to register you can use the Digital Registration Form or download the registration form and send it by e-mail to the entity closest to your place of residence.
Assistants
If you cannot register as a family, particularly because you already are working in the area of immigration and you are already aware of these issues, you can register as an Assistant – a crucial element in the monitoring of each pair of families, from enrollment to the date of the meeting, taking part at the lunch.
To do this, simply register with the organizer of the initiative in your municipality, in person or by sending the registration form by mail.
Since 2012, the “Next Door Family” initiative has been attracting the interest of the media, which has thus been associated with the project, emphasizing the coexistence and relations between immigrant communities and autochthonous society in a positive and very comprehensive way. This has been possible to verify in all the editions, with the media impact that the “Next Door Family” has reached in Portugal. Here below are some examples:

This is a transnational initiative that takes place every year in other European countries and Portugal has been one of the countries with the largest number of participants.

Local Policies to hosting and integrating migrants

Portugal has registered, over the last years, a positive evolution in the scope of polices both practices of hosting and integration of migrants, to which the State interventions have contribute, the organizations of the civil society and the migrant communities themselves Because it is at a local level that the integration is made! However, assuming that the search of superior levels of integration must be permanent and that a qualitative and efficient jump on the policies of hosting and integrating the migrants it is only possible through a joint work and duly articulated between the different actors, it is crucial to create strategies that grant an join performance of the different entities that act in this area not only at a national level (for example, the National Plans for the Integration of Immigrants 2007-2009 and 2010-2013 and, more recently, the Strategic Plan for Migration), as well as at a local level.
Because the integration is a bidirectional process and the diversity is a factor of local development in that sense some set of plans and tools have been made available to the local policies of integration:
 
  • Municipal Plans for the Integration of Migrants
  • Documents containing the strategies of joint performance of the different entities that act in the area of migrations, at a local level, and that work for the completion of the multi vector process of immigrants in the Portuguese society.
 
Tools of support to the characterization and monitoring of the local policies of hosting and integration of migrants.
 
A pioneer network regarding the conception, implementation and evaluation of structural and sustainable local policies, bases on municipals plans transversal to the process of hosting and integration the immigrants at a local level, based upon a real diagnose of their needs.

One-Stop Shop Project

The "One-Stop Shop" project, inspired by the CNAI and created by the European Commission and funded by INTI program - Integration of Third Countries Nationals, involving eight partners from seven Member States of the European Union, has the coordination of the High Commission for Migration (ACM, IP). In this context, the ACM implemented, in 2004, the National Immigrant Support Centers, which were acknowledged as a good practice in the first edition of the Handbook on Integration for Political Decision Makers and Professionals of the European Commission.

The "One-Stop Shops" were then created, within the scope of the provision of services to immigrants in the EU countries, involving different ministries and institutions of public administration in partnership with non-governmental organizations and with the support of cultural mediators.

The Common Agenda for Integration - COM (2005) 389 final - defined as priorities: strengthening the capacity of public and private service providers to interact with third-country nationals via intercultural interpretation and translation, guidance, mediation services by immigrant communities, "One-Stop Shop" information points; and creating sustainable organizational structures for integration and diversity management.

Currently there are One-Stop Shops (CNAI) in Lisbon, Oporto and Faro.

Portuguese for All (PPT) in the internet

The ACM, P.I. developed a Platform of Pedagogic Resources PPT, an electronic platform for teaching the portuguese language to foreigners, that is based upon the contents of the Referential “Portuguese For Natives of Other Languages– The independent user in the hosting country”. The access to the platform may be done through the page of ACM, PI at www.ACM.gov.pt or directly at http://ppt.ACM.gov.pt

This initiative has as a goal to make available digital pedagogic resources, as a complement of materials/ instruments already existent in teaching PFOL – Portuguese for Natives of Other Languages

It is an e-learning platform developed with the Moodle software to support the teaching of the Portuguese language to foreigners in the training room.

This new tool gathers a set of pedagogic resources that increase the interactivity between students and teachers, namely, texts, audios, videos and animations.

Similar to the referential it is organized by the following units:

 

  • Identification and Personal Description;  
  • Daily Life;
  • Food;
  • Events and Hobbies;
  • Shopping, Services and Directions;
  • The human body and Health;  
  • Professions and Work;
  • Studies and Professional Experience;

Network of Municipals Friends of Immigrants and Diversity

The RMAD is a pioneer network regarding the conception, implementation and evaluation of structural and sustainable local policies based upon municipal plans transversal to the process of hosting and integration of immigrants at a local level, based on the real diagnose of their needs.

Created by the recommendations from the Common Agenda for the Integration of NPT (more information), with respects to:

  • Valuing policies of integration at a local level;  
  • Improvement of the cooperation between the different levels of governance: national, regional and local
  • Promotion of monitoring of services and policies developed at different levels

Integrant Municipals

The RMAD integrats around a hundred of munipals from the north to the south of the coutrry and the autonomous regions, most of which have already applied the IMAD and some are envolved in Municipals Plans. See the list here.

What are the penalties provided by law for the practice of discrimination?

There can be determined the following penalties, depending on the seriousness of the offense and the agent's fault: ∙ Loss of objects belonging to the agent; ∙ Ban on practicing professions or activities whose exercise depends on public title or authorization or public authority approval; ∙ deprivation of the right to subsidies or benefits granted by public entities or services; ∙ prohibition of the right to participate in fairs or markets; ∙ ∙ Ban on participating in auctions or tenders which have as their object the contract or concession of public works, supply of public goods and services and the granting of licenses or permits; ∙ ∙ establishing Closing whose operation is subject to authorization or administrative authority license; ∙ ∙ Suspension of authorizations, licenses and permits.

By law, it is expected the following penalties:

  • The practice of any discriminatory act, under the law by a natural person, is punishable administrative offense to a graduated fine between one and five times the highest minimum monthly wage, without prejudice to civil liability or other penalties imposed are instigated;
  • The practice of any discriminatory act provided for by law for collective private law person is punishable administrative offense to a graduated fine between two and ten times the highest minimum monthly wage, without prejudice to any liability or application of other sanction are instigated;
  • In case of recidivism, the minimum and maximum limits are increased to double;
  • Where the administrative offense results from the omission of a duty, the application of sanctions and payment of the fine does not free the offender's compliance, if it is still possible.

Municipal Plans to the Integration of Immigrants Index of Municipals Friends of Immigrants and of Diversity

The index of Municipals Friends of Immigrants and of Diversity (IMAD) is a tool to support the characterization and monitoring of local policies of hosting and integration of immigrants.
Inspired in the work taken by the Council of Europe, the IMAD is a query, by questionnaire, that covers all areas transversal to the multi vector process of integration of immigrants in the Portuguese society

Considering the diagnose of policies of hosting and integration to build sustainable Municipals Plans to be fundamental, the IMAD is a starting point to build the Municipals Plans:

At a first stage financed by the Operational Program of Technical Assistance FSE (POAT), the IMAD was applied to a universe of 39 municipals, involving 125 entities among them City Councils, School Groups and entities from the Civil Society
